Liara is a female native of the Dragon Confederation colony world of Amani, and is the minister of the defenses of Thessia, the planets' capital city. She has powerful PK abilities, which she will not hesitate to use if threatened; Her race is identified as Regulan, indicating she was born in the star system. In physical appearance, she resembles a snow leopard, and her gait is said to be "deliberate and suggestive". She has constructed a time machine that figures prominently in Cynder III's search for The Mantle, though at one point Cynder's urgency to aquire the mantle in order to defend her home world gets Liara attacked and nearly killed by Tera.
